Sometimes, when you enter the Chamber of Starlight Lost Sector in the Dreaming City, you might find it empty. Oftentimes, the first corridor will have its usual enemies present, but moving into the large main room will find it empty.
There may even be just one enemy here, as one will spawn on the balcony which overlooks the entry corridor. If this is the case, it would be a good idea to take that one enemy out, as it seems to help with the steps below.

Click to enlargeWe have good news and slightly bad news here. The good news is, there are several different steps you can take which may fix the issue. The bad news is that I just said "may", not "will". While we can guarantee these methods work, we cannot guarantee they work every time.
The first thing you can do is simply wait. Often, when the enemies don't appear in this or any location, it is due to a network issue. The game simply isn't being told to put them there, so it doesn't. If you give the game a minute, the enemies could suddenly appear. It can take a little while, but it will likely work.
The next step you can take is to leave the Lost Sector and return. By this we mean walk back out the door, turn around once you pass the loading zone (you will know you did it when the new location appears in the bottom left), and go straight back in. Chances are, this refresh will be enough to fix the problem.
However, it may persist. If it does, you should either fast-travel back to a landing zone or return to orbit and try again. If the problem does persist, it is likely an ongoing network issue and you might need to wait a while. It could be an issue on your end, but more than likely there is a problem with the server. In that case, we can do nothing but wait.
